The resident issue was anticipated, it's why the City pays for "expert" studies. The meters have the software capability to "know" exactly who is interacting with it, including Joe such&such who lives above the metered storefront (note for those on the lam). I would assume exemptions can be easily programmed.
I noticed the Stormwater User Fee Study was extended (res162). Ithaca, i.e., has one in place where by 1,2,3 family homes pay a flat fee and are NOT eligible for the credits against the stormwater user fee for engineered stormwater practices with the rationale that they "have a roughly similar amount of impervious surface area". Really? What of the properties in which sloping driveways and/or gutter systems discharge rainwater onto a yard? Again, I would expect the "expert" hired for the Study anticipates this (eyes roll).
