CITY / SCHOOL government are takers of other people's money and spend it on what they consider important, as in what gets them votes, favors and money in their pocket.

Investors such as real estate, buildings, property, homes and businesses take their money and others and spend it on what they consider important, as in what makes them more money, a return on investment.

See the difference.
