I have no love for Bryant but changing the charter to make it easier to toss an elected official out of office is in no way "progress". Apparently, even after unwarranted self-approved pay raises, the City Council and Mayor lack the leadership or self-confidence to handle the situation in a civil manner. That this was even considered is a reflection of the half-ass council that we have making decisions for us.
