Hire contractors with political connections
Rake in the kickbacks from all above

and IF you manage to find a team willing (desperate enough) to risk their lives and careers bring out the mayor and his gang for the first pitch.

This is the first and last time the stands are full

After a year and maybe into the second costs rise with extra police security, maintenance issues, and falling revenues....

The team disbands, the stands are empty, the politicians gone with the receipts until the next time it starts all over again.
