Given public ed's inefficientcies, its best hedge, for a parent firstly and a taxpayer secondly, is to exploit what real education is available for the betterment of one's children. To do any less is being generally complicit in the "poverty business plan" you reference and individually liable for its affects. The advantage belongs to former group, even it is a minority by numbers, as it gets to hedge 365 days a year and still cast a ballot once a year fwiw. It's at the Wile E. Coyote vs gravity point. If increasingly devalued $s, tax $s, can be exchanged for something tangible and useful asap, so be it. If just 25% of the peeps are sentient enough to take advantage of it, so be it.
