Just let it degrade another five years and let the inflated cost of demolition eat a bigger chunk of any future land appreciation. Heck, I'm sure there are hundreds of billion$ worth of degraded infrastructure examples that can be bundled into financial instruments, sold on the secondary market and backed by the full faith and credit of the taxpers.... Scratch that. Why not borrow against the production of future generations and conjure up trillion$ out of thin air, devalue the current $, re-loan it to the municipalities to build back better and tell the taxpayers it won't cost them a dime.
