imo, The Board of Ed isn't the mandator. The imposed "mandates" are coming out of government offices as directives to various agencies, i.e. the Department of Health, to be carried out via regulatory action. 'Directives' and "regulatory actions" are distinct from laws. Regardless, the whole crux of a mandate is of individual sovereignty and, in the case of a child, the guardianship of it. The resolution is easy. The heirarchy is...Creator, People, followed by the human constructs...state constitution, federal constitution (in that order) and their repective agents. We the people are second in line to the Creator to being the "principals", aka the "mandators". Given that...
"Mandate: an authority given by one person to another to do certain things or take some course of action and accepted by the other. So, the authority given by a principal to his agent is a mandate."
11.-4. It may be dissolved by a revocation of the authority, either by operation of law, or by the act of the mandator."
