While in the same vein, how much does the city pay on outside counsel? Legal fees attributed to matters outside corporation counsel? I.e, contract negotiations, union grievances, lawsuits, workman's compensation for employee matters? I bet they spend a pretty penny. Maybe you can get your funds from expenditure reduction in those areas, and hire a legal team that handles matters in house. Just a thought
