broad answer, nothing is free there is always some costs and risks...

old "napster" was sort of free is ya discount your time and broadband connection costs, if if the knuckleheads at the RIAA traced your IP address they would try and shake ya down and make an example of ya.

"Gnutella" tried to do away with the central servers, but I've seen that it is possible to trace files, takes a bit more work but its possible.

BitTorrent, is pretty interesting but its power requires a bit more knowledge to set up.

bottom line, try looking at:

to see what works for you (there is no one size fits all answer). Ya might find that the stuff on line isn't the highest quality (i.e. an MP3 file at 128 kbps sucks on high end equipment, and ya might want high quality AIFF files, but the downside is really huge file sizes). One suggestion if ya collect music files stay away from any format with any DRM, because any standard that tries to control a user will eventually be broken and updated standards will be put in its place and there exists the danger that when software gets updated ya might have a bunch of files that are useless.... MP3 might be an old format but if ya collect files encoded stuff at 256 kbps or better its going to work and sound pretty good on any hardware/software combo for many many years.
