basically you need to find a provider, like Freewebs.com , expage.com, or geocities.com to start your website with. From there you should divide the game out however you want to, with places for joining, living, fighting, OOC, etc. In those places you should place boards (like this one) so you can roleplay/converse on. Good places to go for these are boards2go.com, boardhost.com, and voy.com.
If you have any HTML experience, that will improve your game alot, but if you don't, you need to LEARN. The best place that can help you with EVERYTHING html is http://www.lissaexplains.com/
