I think many of us have wondered about this same issue. I've reviewed much (but not all) of the information on the government web site < http://www.ssa.gov > and had them send me my statement which outlines earnings and eligibilities.

Probably most perplexing because it's different for everyone. Different past history of earnings, etc.
