The inventor of the a'dam was collared because all women capable of channeling had to be collared. I am not certain that even then many people understood that the sul'dam could learn. I am certain, though, that any damane that knew this were convinced not to talk about it by their sul'dam. What surprised me a bit is that the captured AS in POD and WH did not start pointing out sul'dam that were capable of channeling. That could have really disrupted things, and the AS were supposed to know what they felt from those women. As soon as they had turned in more then half the sul'dam, the Seanchan would have broken down in chaos.
