The whole point of amateur radio is "self-training", learning from experimenting. That's what we were given access to the bands for. The ability to use radios and talk to each other is both part of this and a happy byproduct of this, as is DXing.

If all you want to do is operate radios you've bought, that's more akin to CB, although there can be considerable overlap in effect, for most operators.

The M3 scheme was designed to bring in people as easily as possible. However, it's only right and proper to have some sort of test to make sure that an operator knows at least *some* of what he/she is doing, considering the potential to cause a lot of interference.
