I have had questions about reparations too so I researched it to understand it better. Here are two sites that may be of interest:

From my understanding the blacks were promised something and they never received it. Our government has a history of 'screwing' some of the world's citizens, American Indians included.
I believe, and I may be wrong, that if the government and 'us' would acknowledge the wrongs done in the past, and I mean really truly sincerely acknowledge and then do what we can to ease the hurt they feel by just knowing their history and by how they are treated this day in age we can all feel more comfortable (not really the word I am looking for but all I have right now) and be as one in the 'human' race.
Telling people that they shouldn't complain because it happened so long ago and it didn't really happen to them and there are others who had bad things happen and they aren't complaining just doesn't work and it isn't fair. In my opinion anyway.
