My IP address stays the same every single time I use my dial up connection, it has never changed. My work uses the same internet provider but has DSL, the IP address is the same except for one number being different but it still says what internet company I am connecting with and what city for that matter.
Smaller internet companies will give you a dedicated IP address that will never change. Since I live in a small town I don't want people to know the town I live in so I usually surf by using a "public proxy". You can read about public proxies and see all the different country's proxies you can borrow at www.stayinvisible.com
Larger internet companies sometimes rotate their numbers and the one I have today, you could have tomorrow (AOL is an example of this). I have to be careful blocking AOL #s because the next day the same user will have a new number anyways and blocking them does no use.
I can use public proxy servers, they are available to use on the internet. I can put one in my browser within Internet Options and Connections and look like I am posting from China, change it and five minutes later look like I am a poster from Romania. I often do this if I visit sites I don't want to be tracked at.
I do this because firewall software won't work for me. I use CALLWAVE answering machine, I tried everything and if I activate a firewall my Callwave doesn't work, even worked with Callwave and couldn't get it resolved. Changing my proxies works best for me. Also I can use transparent proxies and people can't tell any info.
