I once read of where he was asked this directly and he said yes and no. When asked to clarify he said, "It is something like 90% yes, 10% no." He said that when he was speaking from oneness with Universal Spirit, all was one consciousness, so yes he was identical with Babaji in the sense that they were the same one being. So, in answer to your question, no he is not Mahavatar Babaji. Thats something a lot of his devotees have claimed probably out of a sense of wanting to appropriate the legend of the Mahavatar into their devotional regard for their own guru. However Yogananda said Babaji does not appear openly in any century and that being exposed to the public does not figure in his millenial plans. When he made that immortal promise recounted in the Autobiography, he said he would be able to be seen in the physical by those who had earned it, which presumably means rather few.
