Subject: Game creation?

Alright, this will be considered a bit off-topic for me, but I really must ask everyone on this board if they know, have any information, or otherwise wish to comment on my upcomming question. Ahem, here goes, I recently became interested in creating a video-game, what kind of video-game? Oh, a web-based game (strategy, turn-based, ever seen Archmage? Archmage Something like that). Well, I went off to search for any help/information to assist me in this worthy endeavor, but lo! The only thing I can find is writing games and programs in c++ and several other languages. Finally I manage to find a document stating most turn-based web-based games are written in HTML and CGI. Anyhow, as you can probably guess by now, I am completely and utterly clueless as to where to start, what to ask, where to go, etc. So, any and all information regarding this subject would be vastly appreciated.

(P.S. And if I do ever get to the creation of this game, there will be Elves in it, lots of them, with swords and perhaps some cheese....yes....)
