Water can conduct electricity only in 高電壓, it is not electrolytes(電解質). Electrolytes are those compounds made up of metals and non-metals. They conduct electricity in aqueous solution and in molten state, but cannot conduct electricity in solid state.Water is made up of hydrogen and oxygen, they both not netals, so it is not electrolytes. For example, sodium chloride is made up of sodium(metal) and chlorine(non_metal), so it is electrolytes.
