It may include both English Learners and Standard English Learners. The former represents a category of people who do not speak English as their first language. The latter represents people who may speak English as their first language, but whose foundational English is colored by the fact that they come from a population whose English understanding was overlaid on a previously-known set of language rules. The term is primarily used to rationalize low achievement of African-American and English-fluent Latino students, as well as Hawaiian native or American Indian students.
Frankly, it's a sack of crap. Most English speakers are not ethnically English. The term is not used relative to second-generation European or Asian immigrants. It is used to "explain" the Achievement Gap between White/Asian students and African-American/Latino students, but it is IMHO utter nonsense.
