It's where they do standardized tests based on cultural (majority cultural) facts to decide whether or not students within a school are learning efficiently. Basically teachers in USA have turned into people who teach kids how to pass tests, instead of actually teaching them stuff. And I'm talking about primary school, not high school either.

So it'll have questions about american history, biased towards white americans, giving disadvantaged, poor, or just not white americans less or little chance at passing the tests well. To add to the pressure to teachers and educators, schools which show a slipping avergae/overall grade for their school face being closed by the governments of their state, which are always looking for reasons to close down schools, because less schools means less spending on education and more on...development (which returns a revenue of more taxes and rates being paid, as opposed to education which 'makes' hardly any money back, compared to) or something similar.

Did everyone hear about the educators at the University of Columbia in USA tho? They were presenting the other side of the argument for the war in Iraq, and the governer and politicians TOLD them it was bad, and they had to stop it. what a load of *(^%&*$*). The professor was like 'hello, free speech?'
