My guess is it's just a nice person probably expressing their admiration for Dan and his music. "Biggest Fan" was just a nod to the man and his music. I doubt they ever thought of it as a competition.
The site is probably active because folks like the other folks there. If they have a lot of toys they like to share them. And they just enjoy answering the questions they can provide an answer to.
