Although the Magna Carnal makes mention of the Clan Assembly, nowhere does it specify the composition of it. This is because the Clan Assembly is the most dynamic as well as intangible aspect of Clan Anagram. In fact, outside of any statement by members of the Central Executive Committee, nowhere is the Clan Assembly even defined. The Clan Assembly is this: the convening of all members of the Clan by the Central Executive Committee. In short, the Clan Assembly is the people. However, as I already wrote in the definition of the Clan Assembly, the Central Executive Committee must convene it. However, before it must do anything, the Central Executive Committee must always convene the assembly; it can never sidestep the Clan Assembly to implement its decisions. Because of that natural antagonism, the Magna Carnal establishes the major check against the power of the Central Executive Committee.
Since the Central Executive Committee represents the interests of the Clan structure as a whole, the Clan Assembly represents the interests of the individual members. This also results in a conflict of the different colliding wills when it convenes of the Clan members not only preventing the Central Executive Committee to do anything, but also preventing the Clan Assembly to do anything. Thus, there is a type of balance in internal Clan affairs.
The Clan Assembly also provides a training ground for those who wish to become a part of the Central Executive Committee. Those who become active enough in the Clan Assembly may be more likely to be chosen for nomination to the post of Direct Pensive. Through this political participation, the Magna Carnal has made a self-regulating device to keep those who would not honor the post of Direct Pensive out of the process.
One other check the Clan Assembly has is that of the referendum. As the Central Executive Committee cannot pass any legislation without first convening the Clan Assembly, the Clan Assembly may draft a referendum rejecting the legislation; and if the spirit so carries them, they may even pass draft legislation of their own. This is a direct, majoritarian vote by the members of the Clan. This is the one external veto ability the Clan members have over the power of the Central Executive Committee.
With power, of course come responsibilities. The Clan Assembly is composed of the Clan members who do not have a seat in the Central Executive Committee. As a fee for membership in the Clan, the members of the Clan Assembly must contribute somehow to the growth and development of Clan Anagram. The Clan alone does not grow by itself; it cannot undergo cellular division. It grows, rather, through the inclusion of other individuals into its community. The sustenance of the Clan must be provided by the donations to the Clan by its members. The Clan Stash and the Clan Coffers are the most direct form of giving to Clan Anagram: a straight donation to provide resources for Clan use. The other major way to provide to the Clan is through the recruitment of individuals to Clan Anagram. T Jravolta was quite good at such a practice.
In addition, as the Clan Assembly votes for the Direct Pensives themselves, the members of Clan Anagram have a certain obligation to do what the Central Executive Committee dictates. This is not by any means a hard and fast rule, but the Central Executive Committee has the consideration of the Clan structure as a whole compared to the narrow interests of each individual member.
One area that is specifically delegated to the individuals of Clan Anagram by the Magna Carnal is that of individual rights. While explicit rights are made in the Magna Carnal, the final article states that all rights not mentioned are still inherent to the individual members. The Central Executive Committee and the Clan Assembly, when convened, have no such stipulation; their powers are only those powers listed in the Magna Carnal, with exception to the competence clause (Section III:B, Article 2). All other rights stand in defiance of the Central Executive Committee. Furthermore, as the Clan Assembly is the outgrowth of the Clan members, then the Clan Assembly is government working for the rights of the Clan members.
