Magna Carnal
I. Basic Principles
Article 1. Clan Anagram is an entity inviolate and sovereign of any other entity save the Kingdom of Loathing.
Article 2. Clan Anagram is a collective of individuals, created for the commonwealth of its members. The good will of the people shall be maintained by collective effort.
Article 3. Clan Anagram shall uphold the Policies of Loathing as the highest authority of the Kingdom of Loathing.
Article 4. The members of Clan Anagram exercise their power through referenda.
II. Obligations of the Clan
Article 1. Clan Anagram must provide adequate incentives to its members to ensure clan
growth and active participation of its members.
Article 2. A functioning gym shall be maintained by the Clan to promote the statistical
development of its members.
Article 3. A calendar shall be kept, both to track the procession of months and to grant
unto its members extra turns.
Article 4. A message board as an outlet of concerns and a forum for transactions,
financial and otherwise, shall be maintained by the Clan.
Article 5. A Clan stash shall be maintained. This stash shall:
Display the wealth and productivity of Clan members
Further aid those of lesser levels
Offer resources exploitable by the Clan itself for its own profit
Article 6. A Clan log of all transactions shall be maintained to ensure the honesty of Clan
members and to preserve the resources of the stash.
Article 7. The Clan Armed Forces are exclusively in the service of the people and
subordinate to its will. Maintenance shall be the priority and duty of the Clan.
III. The Structure of Clan Anagram
A. Organization of the Executive Authority
Article 1. The Central Executive Committee is the highest legislative, administrative and
supervisory body of the Clan.
Article 2. The Central Executive Committee gives general directives for the activity of
the Clan and all organs of government power in the Kingdom; unites and co-ordinates
legislative and administrative activities, and supervises the implementation of the Clan
constitution and of the decisions of Clan Assemblies and the central bodies of Clan
power.
Article 3. The Central Executive Committee examines and approves draft decrees and
other proposals submitted by Clan members, and issues its own decrees and ordinances.
Article 4. The Central Executive Committee convenes the Clan Assembly, to which it submits an account of its activity and reports on general policy and particular matters.
Article 5. The Central Executive Committee appoints members of the Clan for special management of the affairs of Clan Anagram as it deems appropriate.
Article 6. The members of the Central Executive Committee work in the departments or carry out special commissions of the Central Executive Committee.
Article 7. The Central Executive Committee shall fulfill the duty of a tribunal in all case law proceedings.
B. The Jurisdiction of the Clan Assembly and Central Executive Committee
Article 1. Within the jurisdiction of the Clan Assembly and the Central Executive Committee come all matters of Clan importance, viz:
Approval and amendment of the Magna Carnal of Clan Anagram.
General guidance of the foreign and domestic policy of Clan Anagram.
Admission of new members into the Clan.
Relations with foreign clans, declaration of war and conclusion of peace.
Contracting and granting of loans, conclusion of customs and trade treaties and financial agreements.
Approval of the budget of Clan Anagram.
Definition of the basic principles of organization of the armed forces of Clan Anagram and the granting of letters of marque and reprisal.
Clan legislation and the judicial system and judicial procedure.
General regulations on the acquisition and loss of Clan membership rights.
The right of amnesty, general and partial.
Article 2. In addition to the matters listed above, the Clan Assembly and the Central Executive Committee decide all questions which they find coming within their competence.
Article 3. It is the exclusive prerogative of the Clan Assembly to:
Define and amend the basic principles of the Clan constitution;
Ratify peace treaties.
C. Hierarchy and Entitlement of Letters
Article 1. END SPRITE (PRESIDENT) is the unifying head of state and head of government.
Article 2. Direct Pensive (Vice President) are the two adjutant officers of the Central Executive Committee. They carry out Clan law in absence of and on par with the END SPRITE, among other services as required.
Article 3. The Ramp Eel Jury (Early Jumper) is one of seven who was present at the forging of the Clan. This title shall never be used again nor shall it be passed on to others. Besides holding unique ranks, All Ramp Eel Jurists count as Normal Members.
Article 4. A Spencer Help OK (Clan Shopkeeper) has sole propriety over the Clan store, Everythings 10 Meat!
Article 5. A Ham Worker (Karma Whore) is any de facto member of the Clan whose clan Karma score reaches and/or exceeds a Karma level of 5,000.
Article 6. The normal members are the backbone and driving force of the Clan by which without their contribution the Clan would not exist as an entity.
IV. Order of Succession
Article 1. The position of END SPRITE can be attained through either nomination of the previous END SPRITE, or through the decision of the Central Executive Committee.
Article 2. Upon the event either Direct Pensive shall not be able to carry out his or her role, a plebiscite deciding the promotion of any non-Central Executive Committee member to the role shall be held. The winner of a majority of votes shall attain the promotion. If a majority cannot be reached, a run-off of the top three shall be held until a majority can be attained.
Article 3. The position of A Spencer Help OK shall be filled upon voidance by appointment from the Central Executive Committee.
V. Protection of Individual Rights
Article 1. The right to elect and to be elected is enjoyed, irrespective of religion, nationality, sex, class, etc. by all members of Clan Anagram pending admittance to the Clan.
Article 2. The Clan shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the government for a redress of grievances.
Article 3. The Clan shall not force its members to surrender property, nor shall it force members to donate to the Clan.
Article 4. The Clan shall not interfere in the personal affairs of any one member.
Article 5. All normal members have full membership within the clan.
Article 6. Entitlement to life, liberty, and property shall not be abridged by the Clan.
Article 7. Innocence of the accused is assumed, and the burden of proof lies in the prosecutor.
Article 8. Case law under a tribunal as a neutral arbiter shall be instituted. All members are safe from double jeopardy, ex post facto legislation, and self-incrimination.
Article 9. All unmentioned rights are the rights of members of the Clan, protected by the Clan and from the Clan.
VI. Policies of the Clan
Article 1. As the Policies of Loathing are the highest law of the Kingdom, their use applies within the Clan.
Article 2. Do donate.
Article 3. Never shall a member drop below 350 Karma, then neither shall he stay in the clan.
Article 4. No evil food in the stash!
Article 5. Never shall a member poison himself with Goofballs.
Article 6. Never shall a member exploit a fellow clansmember for profit except through ownership of a store.
Article 7. Maintain Karma at a reasonable level.
Article 8. All members get one warning for a transgression, excepting assholes.
Article 9. Asshole behavior and two (2) votes from the Central Executive Committee warrant expulsion, no warning necessary.
Article 10. Members shall be rewarded for recruitment to and propagation of the Clan.
VII. Institution of Clan Symbols
Article 1. The Arms of Clan Anagram consist of a white horse running across a red back ground; gules, a horse courant argent; the motto being a banner bearing the inscription:
A Calm Nag Ran
Article 2. The flag and ensign of Clan Anagram is of red cloth displaying a galloping white horse centered on the field. The ratio of the width of the flag to its length is 3:5.
Article 3. The Clan Anthem of Clan Anagram is confirmed by the Central Executive Committee.
Article 4. Further badges and arms are granted by permission of the END SPRITE.
VIII. Procedure for Amending the Constitution
The Magna Carnal may be amended by a decision of the Clan Assembly adopted by a majority of not less than three-fourths of the total number of members of each of its chambers and two-thirds of the Central Executive Committee.
The ratification of the constitution of Clan Anagram shall be done, by the unanimous consent of the First Central Executive Committee, the 1st day of Frankruary, in the year of two thousand four. In Witness whereof, we have hereunto subscribed our names:
