Subject: frenulum

hi, i am a 21 years old and i beleive that i have a moderate case of frenulum breve. when erect i am able to retract my foreskin just below the glans of the penis but not much further without pain. when i force the foreskin back slighty the head of the penis does 'come down'. i have not had many complications during intercourse however i beleive that it would be much better having this condition treated.
what concerns me more is the fact that when attempting to slide the foreskin back up over the glans, the foreskin does not uniformely glide up the head , but rather folds in on itself, this is very dis-satisfying and i think there may be a loss of pleasure due to this. is this related to the frenulum in any way?
i live in toronto canada, what would be my best bet.
