Okay, this is fairly easy.

Firstly, if a foreigner approaches you with a piece of paper you've many things to do. It never said the address was written in his language, so we're going to assume that is't written in english.

1) We're in New York, there's many taxis there. Call for a Taxi and have the taxi driver look at the address and then escort him to the location. Be cheap and don't pay for him though :P

2) Bus or subways, take him on one and go with him until they make a stop in that general area.

3) Look for a local business owned by people of his nationality who probably can understand his language and let them work it out.

4) Take him to the nearest department of transportation or precinct and explain his predicament and let them work it out.

5) Look the address up and find out what exactly it is, if it's something like a gas station or marketplace simply escort him/her to the nearest one

6) Ask people you come in contact with if they speak that language and can assist him/her

7) Find someone who is going that route to take him to his destination, and if all fails take him yourself or simply tell him no.
