It makes sense to deal with people who proclaim their dishonesty. That way, even if you actually receive anything, you can still express doubts.
At one time, you might have dealt with local merchants. For many things, you would enter brick-and-mortar shops. They had to be reliable because they needed repeat business. Even those dodgy-looking guys standing near the vacant lot wanted repeat custom, so they had to deliver something reasonable. The modern internet eliminates the inconvenient need for repeat customers because there are so many potential one-time buyers. That is how Roca Labs got by.
