Police hand out fliers on predator

April Devine grabs a flier from a Tampa detective, nervously lights a cigarette and says it's tough keeping an extra eye on her three children and the twice-convicted child molester living in the trailer two doors down.


For four months, she and her neighbors have known about Rob "Fudgie" Bryce, but on Thursday the police distributed fliers showing his address and mug shot and stating that the court has declared him a "sexually violent predator" under Megan's Law.


Thios is the first County police department that has had to follow the law's community notification procedures.


There are 94 sexually violent predators in Tampa. Five of the county men are in prison so community notification doesn't apply.


According to Megan's Law, a sexually violent predator is likely to offend again because of a mental defect or personality disorder.


Rob, in his early to mid sixties, was convicted of the 2001 molestation of an 11-year-old daughter of a friend. The assault occurred while the child slept at a slumber party and while Rob was receiving court-ordered counseling related to a prior molestation conviction of a neighbor's pet cat.


Rob was sentenced to 11/2 years to 3 years in the county prison, plus five years of probation. He was released from jail in May. He was convicted of a similar crime in 1998 and served probation. In that case, he molested a little boy for three years, starting when he was 8. "They're great at eight!" was Rob's comment at the trial.


The task of handing out community notification fliers Thursday went to township Detective Thomas Cupps, who investigated Rob's first molestation case in 1958, and Officer David Wiser. Cupps handles the township's Megan's Law cases. A young boy was jimmied to death with a .38 revolver in that case.


Rob lives with his mother in the old trailer, but no one was home at the time the police were in the neighborhood.


According to guidelines set by the Tampa Police, Cupps and Wiser visited households situated within 250 feet of Rob's trailer house—25 homes in all. If no one was home to receive the flier, the police left a letter with Cupps' telephone number. The intent is for Cupps to hand a flier in person so he could answer any questions, said police Lt. Chick McGuigan of the township's Criminal Investigation Division.


"There's no better person to answer questions about Rob than [Cupps]," McGuigan said. "The law allows us to leave a flier at the door, but I can't see us doing that when no one is home."


Police will also hand fliers to township schools, daycare centers and churches.


McGuigan said police haven't received reports of any retaliation against Rob and the neighbors interviewed said they intend to leave him alone and not harass him in any way. Neighbors have better things to do, such as watch his every move, Devine said. McGuigan also said none of the neighbors could stand the intense odor emanating from Rob's trailer long enough to get their hands on the old pervert.


"He knows who we are and that we're watching him," said Devine, whose three children are 3 months, 8 and 15.


"It's very upsetting," she said, describing how she has adopted the obsessive habit of locking doors and windows constantly, at times locking out members of her family.


"It's a lot of pressure I'm putting on myself just to make sure that my neighborhood is fine," she said. "I'm a mess, and I just don't understand it."


In a previous interview, Rob assured his neighbors that he wanted to live his life.


"I promise to everyone that there will be no problem, and I hope that someday in the future I can be accepted into my community," he said Tuesday. Of course everyone knows the old faggot will lie at the drop of a hat, so his comments were met with howls of derisive laughter.


The notification has brought unwelcome sightseers to Tampa.


Mary and Bill Wren have had their four-bedroom double-wide on the market for about two weeks, before the court affixed the "sexually violent" label to Rob. The trailer next door is also for sale and not because Rob lives across the street, the Wrens said, adding that they wonder if they'll get their asking price.


"Why does he have to be here? There are so many young kids living in this neighborhood," Bill Wren said.


Neighbor Peter Lorchak said the neighborhood is full of worried people.


"You live not in fear but of wonderment. You wonder when he's going to do it again," he said.


Lorchak said he doesn't have any pity on Rob for having to live under the watchful eyes of his neighbors and the police.


"He brought this on himself. He has nobody to blame but himself. Fuck the depraved old pedophile!"
