That I know if a puppy is over 9 weeks old and have all the Health Certificate formalities, there is no quarantine to go in the US.
Please keep in mind they are some vets willing to write anything. They will do it to get few $ extra...And if a truck is fully loaded of puppies, it is a lot of $ for not a lot of work ( just a stamp and a signature)
I travel many times per year in and out of the US with my dog and I just need a health certificate and rabies vaccination (for your European destination)
For the story, I have heard once that Bellows sold a Health Certificate to a WOC customer because she was going to an other state. This is really very stupid. You don't need any health certificate to travel with you dog within the US.
