Even though the tribe may not be able to help, if you can show them proof of your descent from Elizabeth Commanda dit Grandlouis White Bear, they might open some records to you. You will need to snoop around in the area as well as online to see if you can find others who are researching the tribe or the area who can help you. Also, be sure and check all the genealogy sites such as http://www.familysearch.org ; http://www.ancestry.com ; http://www.genforum.com ; http://www.rootsweb.com and World Gen Web where you'll find a Canadian research site that will direct you to the county where Bear Island Reserve is.
Beyond that, you will need to look for deeper records that might be kept on the County or Provincial level such as birth, death, marriage, burial, land, probate and court records. To look at records which you can see on microfilm in your local LDS Family History Center, go to http://www.familysearch.org ; click on "find a Family History Center" ; then, back on the home page, click on "Family History Library Catalog" ; choose Place Search; input Canada and Bear Island or the name of the Province. Records in the collection (Library at Salt Lake City) pertaining to Indians are listed under the topic, Native Races.
Please let me know how this goes. If the White Bear's adopted Elizabeth, there might be a court record concerning it.
