my goldfish is sick

Hi all. I have a sick goldfish. ive had goldfish for years so im usualy fairly good at diagnosing fish illnesses but im not sure about this one.
there are 7 small goldfish in my tank. thankfully only one is ill. at first i thought he had a swimblader problem cos he kept sinking and the floating up to the top. i had a closer look at him today. it looks like his tail has broaken apart into strands. obviously is swimming problems are due to his tail. i have had 1 other goldfish a few months back with the same problem which died. not sure if its some kind of finrot. the tail doesnt have any red or white eroded bits, its just broke into strands.
any help to save my little fish would be appreciated.
