you must file 501c3 paperwork wich I believe can rage from hundreds of dollars +, additionally you have to have a board of trustees, but these can be relitives etc but then it wouldn't be deductable on your personal taxes it would be an expense for the non-pforit, but it would allow you certern types of fundraising.
