I'd say Jenda, a mad scientist working for Ming (FGCTU) who improves upon his death dust and demonstrates to Ming how he has made it to do away with those intelligent enough to oppose Ming, but spare those who do not.

Alternatively, I'd say if Ming looked into a mirror, he would see the maddest scientist of them all!
