Now, this could perhaps be a trick question. I'll take a chance and say Emperor Ming in Flash Gordon 1936 serial (and movie length version) ranting why the 13th gong did not sound to finalize his marriage to Dale Arden.

Wrong guess. This is part of Middleton's lines in "Destination Unknown" (1933). He shares the scene with Richard Alexander on the boat. The number thirteenth refers to the man aboard the ship (the stowaway), played by Ralph Bellamy.
