I'm not all that much of a Star Wars fan, so lets hear from other members. Palpatine didn't appear in the first movie, but (I think) did in the rest. Isn't he more or less Darth Vader's boss? Yeah...really wicked, and certainly in need of dental work. Kidding aside, Lucas probably needed or wanted some parallel of Ming, so we've Emperor Palpatine in Star Wars. A draw? Maybe, but....and I'm likely biased on this... Ming seemed to be more clever, and ruthless in a hard to describe way. From an acting standpoint, I gotta give the points to Middleton. Ming also seemed the more versatile of the two Emperors, in my opinion anyway. Palpatine was indeed feerful, but Ming seemed more in command, especially in FGCTU. Problem sometimes though is that Ming often took the word of his subordinates without confirmation too often which wound up messing things up for him.
