Years ago, when Sanders became mayor, the practice had been to let out to the insurance broker of choice for any insurance carried by the city - probably liability - etc instead of putting it out to bid. Of course, there've been a lot of changes in the insurance field in the past 25 years, and the city is 'self insured' in a number of areas.

However, as a matter of practice when contracts for other services(or products) are being considered, doesn't the city try to obtain the best possible service/product for the least amount of cost? Especially when the service or product may be available from a variety of sources. Well, on Google we found this:
"Joe McNeil, attorney for McNeil, Leddy & Sheahan in Burlington, Vermont, concentrating in municipal land use law and planning. He is current National Chair of International Municipal Lawyers Association and head of the Planning and Zoning Section."!! Burlington is still fighting over P&Z updates, after 6 years and hundreds of thousands of dollars, commission minutes that went unpublished/unread, and numerous, superficial adhoc committees??!! Yet Burlington has 'renewed his contract' without putting it out to bid??!! What's left to say?
