Your control over noise like this is through the Police Department (as the keepers of the peace) and through the Board of Selectmen (as the issuer of the liquor license).

If you want to be successful in getting the offending establishment to change its behavior, you must be relentless. With as little strain and effort on your part as possible, you must call the police department and document your actions. Build a record, including any police reports that are filed. Confront the management, and if necessary, come before the Board of Selectmen to complain and ask them to schedule a "show cause" hearing about the noise. The selectmen have the right to revoke the liquor license if the problem is bad enough.

Sometimes, you do not have to go all through the process to get the offending establishment to quiet down. Unfortunately, other times you have to be willing to go through the whole process.

Just my opinion based on my experience as a selectman.
