what order would you have expected?

I think the Ultimate may have been a case of the judges scoring easy on a contestant with only one in her category, not thinking about the overall award.

I agree here. It wasn't right that this pageant was only suppose to go to 13. Yes there was a 14 year old, but she clearly met the 30 day fall back. The girl that won the ultimate was 16 and shouldn't have been allowed to compete.
