According to the paperwork for the Michigan pageant, there was a cutoff.

The PW CLEARLY states up to 13 years old. Not 16. I guess the 16 year old had to win ultimate because there was no age division for her to win in.

I see 10-13 division and 7-13 ultimate as highest age groups. But they have always aloud older girls so I assumed it was a typo.
