The city council will approve a motion to enter into an agreement with a yet unnamed Japanese corporation to contract radioactivity monitoring services in the waters in and around the city of Newburgh including water supplies, waste, rainfall and humidity, and soil in and around the city including soils sold at local retailers and wholesalers as top and potting for the purpose of gardening and landscaping imported from regions outside the political boundaries demarcating the official city of Newburgh. Cost and expenses related to said contract shall be defrayed by an assessment of taxation upon the residents of the city of Newburgh calculated by estimated pints of liquid monitored and square footage of soils monitored, per person, resident and citizen of the city multiplied by hours of service provided by the corporation based upon the value of Japanese currency at the time services are rendered plus additional surcharge at a rate of 25% to defray costs of currency exchange calculation.
