I see a few tiny flaws in your plan. The first is that you don't count on the extream sinical additude of the human race. I would be suprized if you could find 10 people with thte will and restrant to not take advantage of a society that requires extrem trust. This isn't a problem but you need to set the standard of punishment for deviation in the quest for advanced culture. This is accepted by people every day so they will allow this till the time when trust can become second nature reather than be on the defensive which is required in the world currently.
The second flaw is that you may get this few thousand to become trusting, but they need to trust only in eachother at first so as to avoid the situation of other people taking advantage of your new found trusting nature. There must be a transition stage.
