Hit up a hardware store and get some loose cut chain links, or if you have a chain laying around, throw that dude in there with some muractic acid or similar(dilute it first if you're using full strength; always add acid to water), and shake her up real good to get the rust to break free. A bottle of fuel cell sealer will help keep it that way. That's the quick & dirty fuel cell "restoration".

Personal Protective Equipment is a must for this though. Careful not to get that stuff in your eyes or on your skin.
