Hmm....I can't tell by the pictures. Looks to be too big to be a vacuum line. Possibly an old piece of fuel line. I'd be willing to put a small wager on the rebuilder accidentally dropped something in the intake and didn't notice it when he installed it. Just took a while for it to roll around and find it's way down an intake runner. Possibly distorted shape from the heat of the combustion while stuck in the valve...?? That's weird.
