As of the "Nights Eternal", Richie is still alive. To me at least, the part where Justin visit Richie should happen around six to nine months after "Genesis". What's happening in "Blood Ties" should be a couple of months after that.
In "Nights Eternal," it was hinted that Justin wanted to turn Richie, but we're not sure if Comie's plans for it as of yet.
