The union did not give that away in the 90's.
They negotiated it into a contract (10%) and the legislature raised the State workers contribution rate up to 15%.
It turns out you can not negotiate the rate into a CBA (contract). The legislature let us keep the 10% language til our contract ran out.
We can't negotiate Holidays, sick time buy-back rate, vacation weeks and a few other things into a contract. These are "SET" by the legislature.
