Bills address care of mentally ill inmates
September 8, 2009
Lawmakers are weighing a handful of bills that would increase the supervision and care of prisoners with mental health problems. One measure would bar prison officials from isolating or punishing any prisoner who commits self-mutilation or attempts suicide, unless such responses are part of the treatment specifically authorized by medical staff. Another measure would require a sheriff to train prison and jail staff to recognize symptoms of chronic mental illnesses, such as major depression and bipolar disorder. Both bills are scheduled for a public hearing at the State House tomorrow before the Committee on Mental Health and Substance Abuse. (AP)

I think they should be put in a padded cell put on heavy drugs, boxing type gloves that are on 24/7 and a full faced helmet with a zapper built in.
The zapper would be to get them to stop hurtfull acts to themselves or others and they could also use it on themselves when they wanted to.
