Pignataro - NEWS STAFF REPORTERBuffalo News (New York) The Erie County sheriff's deputy blamed for the foiled escape of 24-year-old Brian Collins from the Erie County Holding Center last week has been fired, Sheriff Timothy B. Howard said Tuesday. The deputy, a nine-year veteran whose name was withheld in accordance with state Public Officers Law, worked in the county's Jail Management Division. He was served termination papers over the weekend, Howard said. "After review of all of the camera recordings and the reports and taking into consideration the explanation of the employee, it was determined he engaged in his duties in a lackadaisical manner," Howard said. "We were surprised by his conduct and the cavalier way he approached his duties." Collins, of Reed Street, escaped from his cell Oct. 4 and made it up to the roof of the Holding Center before surrendering to authorities a couple of hours later. Nearly two dozen emergency vehicles and the sheriff's helicopter were dispatched to the Delaware Avenue building. The inmate managed to get out of the jail and flee to the roof after manipulating a lock that went unchecked by the now-fired deputy. Considered by sheriff's officials as "a high-profile inmate," Collins was being held on a variety of criminal charges, including one involving a gun. He also is facing prosecution in a Georgia bank robbery. Howard said Collins was "not to be out of his cell without the presence of a supervisor." Collins had been caught with crude weapons during his 10 months in the jail, according to authorities, who also knew about previous attempted escapes by Collins, including one in 2006, when he catapulted himself from the third floor of Buffalo Police Headquarters. In the latest case, Collins was arraigned Oct. 5 on two counts of escape and one count each of grand larceny -- in the theft of a radio from the desk of a deputy's office -- and obstructing governmental administration. A disciplinary hearing for the deputy who was fired was held Friday, Howard said. The deputy was given the opportunity to present his side of the story, authorities said.
