CO's don't put them on their cars out of respect for fallen police officers. They're either are a wannabe cop, or hope it will get them out of a ticket because they're too scared to speak up. And no cops I know advertise on their car they're a cop, so when you see a blueline sticker you can be sure it's a prison guard (most likely a rookie).
