I'm not sure who started this, But trust me you can be a straight up solid screw and get screwed over by the system. The system is CORRUPT, I know this is hard to believe. But it can come down to whom you know or whom you don�t. I pissed off the wrong person and paid heavily for it. But their right this is just a pass the buck mechanism administration uses to protect their ass and not have to deal with anything �pass the buck.� It becomes a kangaroo court now. Depending on the charge, you could be jumping through all kind of hoops. This is because whoever hears your case is just that ears, they will pass it up and someone higher in the food chain will make the decision. Guess what they�ll hit you hard because they want to protect their ass. Again if you pissed off someone like I did, the command comes to fry you and that is what they will do. It�s the state they have time, money and resources to keep you hanging. This is why we should have an Officers bill of rights to help protect against the abuse and corruption of this faulted system. So good luck in your journey through this system. I hope it turns out ok for all of you who have to deal with this process.
