The law says each state can modify it if they wish to make it better, but they can not take away from it. In other words, the federal law grants 60 days time off with pay. If the state modifies it and says you get 90 then you can take 90. However, if the state says you only get 30, the federal law supersedes that and you are still entitled to 60.
