I mean, let's keep in mind that to be trans you don't need to have what it's called "Bottom surgery" to remove "it". However, I'm a huge fan of women's rights and safety and I can understand bio women feeling uncomfortable/scared by having someone with a P*nis in the locker room. Let's keep again in mind that a REAL trans would be so mortified to be "clocked in" that he/she would never dare to expose themselves in front of others as it would show off their biological nature.
